In the entire world of Buddhism today, it can be concluded that true holy ones are very hard to find among the venerable ones, dharma kings, and great rinpoches who received recognitions and hold certificates of recognition. Rather, most of them are just so-called holy ones, but in fact are swindlers, evil masters, and ordinary persons who hold certificates of recognition!!! To make things even worse, the recognized identities of reincarnation that these people hold are of great venerable ones, great dharma kings, or even great Bodhisattvas.
When we think calmly about this fact, it can be seen that these people do not possess any notable skill in even one of the Five Vidyas, not to mention having any proficiency in any of the vidyas. The sutras say that Bodhisattvas are to be found in terms of the Five Vidyas. With such low qualifications, how could they be recognized as the reincarnations of great venerable ones, great dharma kings, and even great Bodhisattvas? As we investigate deeply and carefully into their motives and purposes, it is not difficult to find that they are all fakes. Additionally, they all have an unavoidable common characteristic of taking money from other people using all kinds of ways, including forging a certificate of holiness and virtue to deceive people.
Regarding such a chaotic situation of ordinary people faking as holy ones, we at the United International World Buddhism Association Headquarters (UIWBAH) beseeched H.H. Dorje Chang Buddha III to expound the dharma. His Holiness the Buddha said,
“This is quite normal and was described by Sakyamuni Buddha long ago. This situation agrees with the chaotic scene of the dharma-ending era that Sakyamuni Buddha described. Let’s consider the people who hold recognitions of being reincarnated from holy ones or Bodhisattvas including some students of mine that people all know. Suppose there are 100 so-called reincarnated high-level holy ones, we should be happy if there are 3 true holy ones among them. The other 97 are either ones having receded from holiness back to ordinary beings due to violating the precepts, swindlers, or evil spirits claiming to be holy ones. Actually, people who made the recognitions were ordinary beings and had problems themselves.”
“The examination you hold for holy ones is very correct. That can prevent cultivators from regarding evil masters as holy ones, and can serve the purpose of guarding Buddhists from making mistakes when selecting a master. However, even for true holy and virtuous masters determined from your examination, the 128 evil views and erroneous views should still be used to factually validate their conduct.”
H.H. Dorje Chang Buddha III expounded the dharma precisely with profoundly wondrous language in only a few sentences. The fact is that there exist too many villains faking as holy ones to scam people for money. Even among great holy and virtuous ones, those who have not attained the realization of two Sun-Moon wheels or higher have not yet reached the non-returner stage of a Bodhisattva. Therefore, cultivators must be extremely careful. Those who were reincarnations of well-known figures such as venerable ones, dharma kings, great rinpoches, and great dharma masters but do not possess certificates of holiness and virtue must be regarded as questionable. Regardless of what reason he or she provides, the fact is that this person did not have three masters and seven witnesses or seven masters and ten witnesses who held the examination and made the guarantee for him or her against heavy consequences.
Because the entire world of Buddhism is currently in a chaotic state of ordinary beings posing as holy ones, ordinary persons, swindlers, and amateurs emerged one after another to falsely claim that he or she was the reincarnation of a holy one or great Bodhisattva. Or they may boast about what seniority or qualifications he or she has. However, in reality, 99% of these people are false holy ones who lie to deceive people or put up a flag with a big name as a cover. This is the turbulent situation among religions in society today.
Just as H.H. Dorje Chang Buddha III stated, within the domain of holy and virtuous ones, the possibility of their being a true holy and virtuous one is only three percent. The other 97% are false holy ones. Let’s pose a question to kind cultivators: did you happen to meet a true holy and virtuous one within the three percent? Even if you did meet a true holy and virtuous one, this holy and virtuous one is at most an Arhat. Even if one has already attained the state of realization of an Arhat, one’s realization could still recede if one falls into the 128 evil views and erroneous views that H.H. Dorje Chang Buddha III described.
Therefore, in order to prevent cultivators from being fooled and cheated, we provided the contact information for inquiring about the status of holiness and virtue to you all here. If you want to be one-hundred-percent certain whether the holy and virtuous one you are following is absolutely true, is semi-true and semi-false, or is a falsely claimed one, we ask you please do not just believe the verbiage of being a reincarnation of a Buddha or a Bodhisattva or having what kind of seniority or qualifications written on the certificate of holiness and virtue. Rather, you should make your inquiry to the United International World Buddhism Association Headquarters. Only those who are verified to hold the correct certificates of holiness and virtue are true holy and virtuous ones.
However, we can only reply to inquiries about those who hold certificates of holiness and virtue and who are publicly carrying out the deeds of propagating Buddha-dharma and benefiting living beings. We will not reply to inquiries about holy and virtuous ones who hold certificates of holiness and virtue but are not acting as masters publicly to propagate Buddha-dharma. Additionally, before making their inquiries to the UIWBAH, cultivators should first obtain and provide to us some relevant information from the certificate of holiness and virtue of the person being inquired about: the time when this person took the examination of holiness and virtue, and what kind of star wheel (Sun-Moon wheel or Sumeru wheel) and how many star wheels are on the certificate of holiness and virtue.
This is because there are more than one hundred holy and virtuous ones who took the examination plus a number of people who forged the certificate of holiness and virtue to falsely pose as holy and virtuous ones. The total number of people would be too large to search and identify without the above information. Based on this fact and the possibility of using counterfeit or altered identifications so as to forge the certificate of holiness and virtue, you should obtain the above-mentioned information, for comparison with the information collected in our archive of information.
Meanwhile, we received many letters from people reporting that they were unable to have the opportunity of meeting and paying homage to H.H. Dorje Chang Buddha III in person. They wanted to know what qualifications they need to have and how they could meet and pay homage to His Holiness the Buddha in person. We would like to inform you here that H.H. Dorje Chang Buddha III is very easy-going and close to people. His Holiness the Buddha treats all people equally based on the principle of great compassion without considering the classes and statuses of people. As long as you are a good person who is honest and kind and who operates dharma-listening center(s) and carries out the ten good acts and the four limitless states of mind, you possess the qualification of being received by H.H. Dorje Chang Buddha III.

Cultivators must pay attention to these serious matters:
- Any holy and virtuous one must hang a certificate of holiness and virtue when sitting on a dharma rostrum. Doing so shows the courage of accepting inspections by disciples.
- Before receiving the transmission of a dharma by a master, the disciple must first pay respect to the Buddha and then pay respect to the certificate of holiness and virtue. Also, the disciple must verify the certificate of holiness and virtue and record the information, so as to inquire and confirm with UIWBAH.
- To eminent monks and great virtuous ones who do not falsely claim to be holy and virtuous ones and, rather, abide by the teaching of the Tripitaka and do not commit violations related to the 128 evil views and erroneous views, not hanging a certificate of holiness and virtue belongs to normal conduct.
- Regardless of whether a person is a holy and virtuous one, a great virtuous one, a kind and knowledgeable one, or an ordinary cultivator, we must use the 128 evil views and erroneous views to check the facts about this person. Any situation of falling into one or more evil views or three or more erroneous views would indicate that this person has already deviated from the path of Bodhi. Cultivators must leave and be far away from this kind of person. Otherwise, the outcome will absolutely be being fooled and cheated, and will share this person’s dark karmas.
