Since the dissemination of Public Announcement No. 20170111 from the World Buddhism Association Headquarters (WBAH), many Buddhist disciples mentioned that, even though they had received empowerment from the Dharma of Empowerment by Kuan Yin’s Great Compassion and had experienced inner-tantric initiations many years ago, they did not realize that they had been deceived by charlatan masters. Only now have they understood that the Dharma of Empowerment by Kuan Yin’s Great Compassion and true inner-tantric initiations are so holy, subtly marvelous, high, and profound. However, there are also some Buddhist disciples who did not understand the announcement they read and still foolishly think that they have already received an inner-tantric initiation from their master. They think that their master has established an inner-tantric mandala but do not know that the so-called inner-tantric mandala is a faked one! There is even a rinpoche who only received the grade level of Blue Button Grade 3 Plus 3 Black Buttons from the examination is planning on learning “Presents One Petition to a Bodhisattva.” This is truly a joke of the biggest magnitude and a total fantasy.
Due to this situation and to correct the incorrect views that some people have, WBAH hereby provides more in-depth explanations regarding the Dharma of Empowerment by Kuan Yin’s Great Compassion and the real situations about inner-tantric initiations.
First, the Dharma of Empowerment by Kuan Yin’s Great Compassion has two stages, which are the generation stage and the perfection stage. The generation stage has only a 3% superficial manifestation and can be learned successfully immediately regardless of whether the learner is a good person or a bad person. This person can then empower living beings to enter the state of the dharma right away. On the other hand, the perfection stage with the cultivation of Bodhi Holy Water includes the 97% realization of accomplishment. To successfully practice to that stage one must be a greatly good person. To perfectly cultivate the holy water that penetrates the dharma bowl is more difficult than climbing to the sky.
Secondly, regardless of what kind of master one is, as long as one has violated the fundamental precepts of great compassion, has no lineage of the dharma, or had the lineage first but then lost the lineage, the dharma practiced will be immediately taken over by demons and devils and becomes a demonic dharma right on the spot, but it can still empower the believers to manifest spiritual states. However, such empowerment is from the power of demons. The persons being empowered will receive evil influence, bad lucks, and the seeds of devolving into the three lower realms!! Furthermore, this demonic master practicing the dharma will never achieve the accomplishment of cultivating Bodhi Holy Water to penetrate the dharma bowl and will never become accomplished!!!

The following is additional explanations regarding inner-tantric initiations.
First, why were Buddhist disciples unable to hear the real situation about true inner-tantric initiations before? The reason is due to the rigorous stipulation from the rules of inner-tantric dharmas: Only a person who is close to realizing holiness can have the qualification to hear rules of the dharma about an inner-tantric mandala and to receive a holy inner-tantric initiation. Therefore, even many dharma kings, rinpoches, dharma masters, and masters do not have the qualification to hear about true inner-tantric initiations. It is even less likely to receive such an initiation to become an inner-tantric disciple. That is why ordinary Buddhist disciples could only hear about and receive false inner-tantric initiations.
Second, with the exception of a Buddha, even Bodhisattvas with virtual enlightenment or marvelous enlightenment must hold inner-tantric initiations in an inner-tantric mandala. Any initiation that was not held in an inner-tantric mandala that meets the two major stipulations of the dharma is a false inner-tantric initiation!
Third, the holy realization required for establishing an inner-tantric mandala, as deduced based on WBAH’s inference on the realizations corresponding to the levels (of Arhats) and stages (of Bodhisattvas) and expressed in terms of the grade levels, has at least to be at the grade levels of Golden Button Grade 3 or higher. If any person who is below Golden Button Grade 3 talks about being able to establish an inner-tantric mandala, this person is absolutely a swindler with a one-hundred-percept certainty!!! Even the famous Monk Ji in history, Mo Zhi Rinpoche who possesses high and profound accomplishment of practice and is close to the grade level of Golden Button Grade 3, Dharma King Gar Tongstan who is the current chairperson of WBAH, Kai Chu Rinpoche, and some dharma kings and rinpoches in Tibet, India and other places are unable to “Present Vajra Phurba Three Times” and “Present One Petition to a Bodhisattva” based on their accomplishments of practice. However, because Great Holy Virtuous One Mo Zhi, Dharma King Gar Tongstan, Kai Chu Rinpoche, and other holy virtuous ones at the grade levels of golden buttons have already realized holiness, they can borrow and make use of an already established inner-tantric mandala that meets the stipulations of the dharma to “confer an inner-tantric initiation based on the lineage” in accordance with the dharma for their disciples and believers. However, although holy virtuous ones at the grade levels from Golden Button Grade 1 to close to Golden Button Grade 3 can borrow an inner-tantric mandala to confer an inner-tantric initiation for their believers, any initiation conferred not in an inner-tantric mandala is not an inner-tantric initiation and also cannot be conferred successfully. That is the meaning of so-called “Not having or not present in an inner-tantric mandala removes the meaning of inner-tantric” in esoteric Buddhism.
Fourth, any male master in establishing an inner-tantric mandala must meet the two major stipulations of the dharma: “Present Vajra Phurba Three Times” and “Present One Petition to a Bodhisattva.” Accomplishing only one of the two definitely cannot establish an inner-tantric mandala! A female master must “Present One Petition to a Bodhisattva” to establish an inner-tantric mandala. You all definitely have to compare earnestly using the table in Announcement No. 2017011, to check and verify item by item all those who claim inner-tantric. You must study and understanding it to avoid being defrauded or deceived.
Fifth, Wang Zha Shang Zun, who is above Golden Button Grade 3 and close to Golden Button Grade 4, made a vow saying that He is going to establish an inner-tantric mandala. The Shang Zun said, “If my accomplishment of practice or cultivation is still a little away from the requirement and so I am not able to accomplish the stipulations of establishing an inner-tantric mandala, I will take the responsibility to invite a tremendously holy virtuous one for help. I will fulfill what I said. The vow I made must be realized. This is my conduct. After successfully establishing an inner-tantric mandala, I am willing to lend the inner-tantric mandala to holy and virtuous ones—masters at the grade levels of Golden Button Grade 1 or higher. If you, as a master, have not received a grade level of a golden-button holy virtuous one from the examination, you can submit an application to the World Buddhism Association Headquarters to explain that you have the accomplishment of practice to confer an inner-tantric initiation for your disciples using a borrowed inner-tantric mandala. I will also lend the inner-tantric mandala to you. However, you must use a Vajra rope with the length of between 16 to 32 feet to confer an inner-tantric initiation based on the lineage for the disciple in accordance with the dharma. If not conforming to the dharma and not for conferring initiation, I will not lend the inner-tantric mandala to any master.”
“I am very clearly aware and deeply know that, among all rinpoches, dharma masters, and others who took the test of 100 problems on sutras, vinayas, and shastras including the seven holy ones and ten masters proctoring at the site, not even one has the accomplishment of practice to establish an inner-tantric mandala. That is to say, none of all these people have the qualification to have and create inner-tantric disciples! Even a great holy virtuous one at the level of Golden Button Grade 3 does not have a 60% certainty in establishing an inner-tantric mandala. Therefore, any master who claims to be able to confer inner-tantric initiations and having inner-tantric disciples is nothing other than a swindler who deceives the world to pirate fame!!! If you do not agree, do you dare to borrow my inner-tantric mandala to confer inner-tantric initiations based on the lineage to your believers? If you dare not, do not falsely claim inner-tantric to deceive your believers.”
Sixth, a true inner-tantric initiation must have a Vajra rope with the length of between 16 to 32 feet. This Vajra rope is used to measure the distance between the master and the disciple(s) when conferring the initiation. The Vajra pill used must be held and in the physical control by the disciple. The master performs and applies the dharma at a place far away, to immediately cause the Vajra pill with the disciple to miraculously change its size and/or height, show amazing appearances, perform a Tibetan dance, or behaving like a person who is performing aerobic skating on ice to make sudden stops in the midst of speedy travel, rotate in slow gliding, turn quick and fast, tour all over the place and back and forth, and so on, with great ease in all movements. Additionally, the master would issue verbal instructions from a distance of 16 feet to tell the Vajra pill to jump. The Vajra pill would jump up as soon as the instruction is announced. This Vajra pill which can perform miraculous transformations and the Vajra rope with the length of 16 feet or longer will be received by the disciple right then for his possession. Without this Vajra rope with the length of 16 to 32 feet and the Vajra pill which manifests the holy state, the so-called inner-tantric master and inner-tantric disciple are both false. Any master who is able to confer an inner-tantric initiation must “Present One Petition to a Bodhisattva.” Only then can Bodhi Holy Water be cultivated. This is because an inner-tantric initiation must use Bodhi Holy Water that can penetrate a dharma bowl as the mother dharma water for all inner-tantric initiations. Therefore, the word inner-tantric absolutely cannot be faked or substituted by any magic or tricks!
Seventh, to any person who denies the stipulations of the dharma on establishing an inner-tantric mandala, since you insist on denying and slandering to say the stipulations are not right, you should bring up the reasons to prove that you know the stipulations are not right. You must state the principles that deem the stipulations not right to inform all. Moreover, you should prove by practice that you can lift a big phurba weighing over 110 pounds (50 kilograms) above your shoulder with a single hand and that you can perform the dharma on a sheet with the attendees’ writing. While you are standing far away from it and while the attendees are chanting “Ong A Hong,” transform it into a beam of rainbow light that flies into the sky and then disappear. That will prove that the principles you stated are true. If you are unable to do so, that means you don’t know this matter. One who does not know about the matter has no right to speak on it and has no qualification to deny!!! Any evil master would generally say such words to cover up his/her lack of knowledge, “We learn and practice our own true dharma. We should endure insults and should not care about what others say.” Moreover, evil masters would pose as great Bodhisattvas and would say, “I will not comply with the two major stipulations of the dharma that I do not recognize and agree with.” Today, WBAH tells all cultivators that it is not true that people who say such words do not want to do so but, rather, they have no ability to fulfill the two major stipulations of the dharma.
You all can think through the fact by way of reverse inference. Even starting from the least implausible premise to say that the two major stipulations of the dharma are not right, if he is truly a great holy virtuous one or a great Bodhisattva, can little matters like “Present Vajra Phurba Three Times” and “Present One Petition to a Bodhisattva” be difficult for a great Bodhisattva? He should easily be able to apply his cultivated power to do such demonstration to prove that he has the qualification to state the fault of the two major stipulations of the dharma on establishing an inner-tantric mandala. However, since he is unable to do so but still wants to deny the two major stipulations of the dharma on establishing an inner-tantric mandala, this only show that he is a low-class and unreasonable wandering swindler. This is similar to the situation of surfing in the ocean tides. What right does a fake swimmer who does not even dare to step into the water have to comment on people who are surfing in the midst of ocean tides to disparage them with the words of stepping incorrectly or having inferior water skills? As another example, an evil master saw a regimen of herbal medicine curing headaches and says that it is fake medicine and is not good. People then ask him why this medicine is not good and what the names of the ingredients in it are. He does not recognize any of the ingredients but still says, “Regardless of what names these ingredients have, this is simply a fake medicine.” Such a situation only shows how low and dirty this evil master is! Everyone should clearly know the fact that an outsider simply has no right to comment on or deny what he doesn’t know. Anyone who does not know a matter but baselessly gives comments on it is a low and dirty wandering swindler!
In addition to this public announcement, we ask you all to be sure to earnestly study and understand Public Announcement No. 20170111. Only by doing so can you avoid being defrauded and deceived in this very human lifetime and devolving into the consequence of never becoming accomplished and liberated. This is to prevent you from stepping into an evil door and being unable to return even after tens of thousands of eons.
