The United International World Buddhism Association Headquarters (UIWBAH) has received many letters but has never issued an Announcement to All until now. However, an Announcement to All must be issued regarding this letter because it involves a matter of great importance. The consequence is whether it is deluding the great masses or correct knowledge and views, and whether it is protecting living beings’ lifetime of acquiring wisdom or disregarding living beings’ wellbeing.
The letter that induced this Announcement to All from UIWBAH was from a Buddhist with the name of “Luoka Zhuoba” that was stated by himself. Please see the attachment for the contents of the letter.
UIWBAH has already seen Public Announcement No. 20150102 from the International Buddhism and Sangha Association (IBSA). Based on what we know clearly, there is no person within the whole China who is proficient in the complete Five Vidyas. That is to say, there simply exists no person in China who has the status of Fomu (a female Mahasattva whose status is only next to the Buddha) or a Bodhisattva at the level of universal enlightenment or the level of wonderful enlightenment. Otherwise, it would have violated Shakyamuni Buddha’s stipulation regarding the standards of Bodhisattvas. The one and only Fomu is in the United States! If the so-called “Fomu” mentioned in this letter is the same person who was requested by IBSA to take the examination but dared not come forward, this person really has not yet known the need to repent and correct herself
According to the history of Buddhism, there does exist within Buddhism the divisions of the Buddha Division, the Fomu Division, the Bodhisattva Division, and the Vajra Division . Moreover, every Fomu within the Fomu Division must have a specific name and the realization of a Bodhisattva at the level of universal enlightenment or the level of wonderful enlightenment. That is to say, a Fomu must possess the complete Five Vidyas and achieve the highest standards. Otherwise, a Fomu must provide the proof in terms of manifesting the state of Divine Forecasting to prove Her identity. Even if the examination taker does not manifest the holy capacity and power of cultivation of a Bodhisattva at the level of universal enlightenment or the level of wonderful enlightenment through Divine Forecasting, at least one has to undergo the validation of realized accomplishment by dharma protectors, which includes decision by selection in the three categories of State of Realization, Virtue and Character from Cultivation and Conduct, and Learning in the Sutras and Shastras. Then, what level of an Arhat or a Bodhisattva the manifested realization corresponds to will be seen clearly at a glance.
Why must taking the examination be emphasized? If the examination is not required, any person, including sorcerers, people who play superstitious tricks, and witches, can claim himself or herself as a great Bodhisattva or a Fomu. That is why only a test can tell whether the substance is gold or copper.
According to the way the so-called “Fomu” was mentioned in this letter, this person does not possess the Five Vidyas and the majestic, wonderful, and virtuous appearance a Fomu should have. Then, the use of this title constitutes an act of pirating fame and deceiving the world. Of course, in the tradition of Tibetan Buddhism, out of respecting some dharma kings and rinpoches, disciples may address the wives of these dharma kings and rinpoches as Fomu. This is effectively a title of respect with inflated flattery and exaggeration that does not reflect any ingredient of Fomu in reality. Actually this is an insult to a real Fomu in the Fomu Division and is a sinful act of disrespecting Buddhas and Bodhisattvas.
Due to the unexpected and baseless occurrence of this event involving the so-called “Fomu,” we beseeched H.H. Dorje Chang Buddha III for a discourse. H.H. Dorje Chang Buddha III said,
“Now swindlers within Buddhism are rampaging wildly all over the world. They pull big flags to cover up their bodies and are boasting themselves as superior ones among celestial gods. They even declared that they are contacting me in dreams or in the state of concentration or use spiritual power to communicate with me. Then they claim to have my approval or permission.”
“I tell you clearly today. Let us not mention the fact that these ordinary beings and mundane persons do not possess this type of cultivated power. Even if we make the biggest concession to assume that they have such power, they will not be able to communicate with me. This is because I in my nature am a plain and humble cultivator and only know how to act as a human to sincerely benefit others with benevolence and kindness. I myself simply do not have the spiritual ability to communicate with them. Even if their spiritual power reached here, I would not be able to see it. So the reason is very simple. They have the ability, but I do not have such an ability. How can any communication take place? Therefore, you all have to be very careful. Those who said so are just swindlers!”
“Among these people, the male ones self-claim to be great venerable ones, great patriarch masters, great Bodhisattvas, or great dharma kings. The female ones self-claim to be Fomu, Tara, or leaders of female great Bodhisattvas. They all have the purpose of defrauding Buddhists to a great extent, to scam for money and/or sexual favors. You all should not believe anyone who says they are a Fomu, Bodhisattva, Arhat, or holy one. Everyone has to go through the verification of taking the examination. If one cannot pass the examination, no matter who has recognized or declared in whatever format that this person is a so-called holy one, the person is definitely a false holy one or even a total stranger to Buddhism.”
“You have to read and truly understand my Expounding the Absolute Truth through the Heart Sutra and truly learn and practice the Supreme and Unsurpassable Mahamudra of Liberation that is published on the internet. Buddhism is not a theory of ghosts and deities. Buddhism advocates advancing on the path toward enlightenment and cultivating for enlightenment. As long as you do in accord with what I said, I guarantee that you can attain the Bodhi fruit of becoming a holy one and becoming liberated.”
We at UIWBAH would like to make a suggestion to this so-called “Fomu” regardless of what status she may have and whether she is evil or upright. She should truly learn Buddhism and cultivate, and apply honesty, sincerity, selflessness, benevolence, and kindness to benefit people compassionately. The goal is to learn and truly understand the teaching of Buddhism and Buddha-dharma to end the cycle of birth and death. Untrue boasting and superficial exaggeration do not belong in the deeds of good people. If you can get the visa to come to America, Our great virtuous ones here will sincerely teach you to learn the true dharma of the Tatahgata and lead you onto the correct path toward becoming a Tathagata.

At 18:13 PM on March 14, 2015, Fomu took China Southern Airlines’ Flight CZ3154 from Beijing to Shenzhen. The scheduled time of arrival at Shenzhen’s Baoan Airport is 21:20 PM on March 14, 2015. Fomu plans to stay in Shenzhen for 2-3 days and will return after finishing the matters to be handled in Shenzhen.
Fomu is seizing the time to apply for a visa to go to the United States.
