Display of Certificate of Holiness and Virtue
The International Buddhism Sangha Association (IBSA) hereby provides the following reply to what we heard and to the requests for answer we received:
All kind cultivators must clearly understand that, according to The Supreme and Unsurpassable Mahamudra of Liberation, wherever a holy and virtuous one is present, he or she must display his or her certificate of holiness and virtue before being seated on the dharma rostrum. In addition, cultivators present must be allowed to read the displayed certificate of holiness and virtue freely to judge and conclude its genuineness. Anyone who deliberately does not display the certificate of holiness and virtue is certainly an evil master! Seeing a master who possesses a certificate of holiness and virtue but does not hang it when getting on the dharma rostrum is an indication that he or she has already committed unpermitted acts or has violated the precepts and is in the process of degenerating from a holy person and turning back into a mundane one. It is highly likely that such a person has ulterior motives in mind. The conduct of not hanging the certificate of holiness and virtue at the dharma rostrum is just in preparation of covering up the fact of losing realization power. We absolutely will not permit the situation of false holy and virtuous ones breeding everywhere and deceiving living beings!!
Buddhist disciples please pay attention. To all figures of dharma kings, venerable ones, rinpoches, dharma masters, acaryas and laypersons who are going to make deceptions or fake as holy ones, the certificate of holiness and virtue is what fear the most. They regard the certificate of holiness and virtue as their dead enemy. This is because the certificate of holiness and virtue is the proof of the true status of a holy and virtuous one and cannot be obtained by mundane beings. Because of the system of using the certificate of holiness and virtue, all masters without holiness and virtue or all kinds of swindlers or demons in human form would not be able to substitute the truth with a lie or fake the ordinary beings of themselves as holy ones. Therefore, all holiness-claiming ordinary persons would oppose the most the requirement of hanging the certificate when getting on the dharma rostrum. Anyone who has made such speech or conduct is one who is going to become a swindler and can never be relied upon or followed! As to masters who do not possess a certificate of holiness and virtue, as long as they cultivate according to the dharma and their actions are in conformance to the two great mind essences of The Supreme and Unsurpassable Mahamudra of Liberation, they are also great virtuous ones and legitimate masters. Though not holy and virtuous ones, they still should be learned from.
Other than the IBSA, no organization or individual has the right of expelling or revoking a Rinpoche, an acarya, or a master of dharma-listening sessions. As to whether a holy and virtuous one has degenerated back into an ordinary one or not, the detailed standards can be found in the certificate of holiness and virtue. Anyone who does not hold a certificate of holiness and virtue is not a holy and virtuous one! The most such a person can be is a dharma king, venerable one or Rinpoche at the level of a master. IBSA does not have the right of expelling or revoking the status of a holy and virtuous one.
There are two kinds of situations in which the status of a holy and virtuous one can be revoked. However, in both situations, the revoking is caused by the realization power of the holy and virtuous one holding the certificate:
1. The revoking is stipulated by a specific document issued by the Office of H.H. Dorje Chang Buddha III.
2. After the certificate holder’s taking the re-examination given by the United International Buddhism Headquarters, the result of revoking or not is clearly stated in writing.
All Buddhist disciples please take note. Whenever you received an IBSA announcement, please be sure to find independent confirmation from the organizations of other rinpoches, dharma masters or acaryas. This is to prevent human-formed demons and swindlers from deceiving you all by writing falsified announcements. When a forgery is found, please contact IBSA directly.
