Why does the dharma stipulate that Bodhisattvas with universal enlightenment and wonderful enlightenment all have to perform inner-tantric initiations in an inner-tantric mandala that meets the two major stipulations of the dharma? The reason is to protect and serve cultivators who learn from Buddha and to prevent evil masters and charlatans from faking great holy persons to defraud them. Therefore, Bodhisattvas with universal enlightenment and wonderful enlightenment take the lead to apply Themselves to set the examples to specify that without an inner-tantric mandala no inner-tantric initiation can be performed. Otherwise the disciple(s) receiving the initiation will not have beneficial effects. This measure will prevent evil and malicious charlatans from faking great Bodhisattvas. Moreover, eminent monastics and great virtuous ones absolutely will not fake great Bodhisattvas and will not falsely claim being able to perform inner-tantric initiations or having an inner-tantric mandala.
On the other hand, only evil and malicious charlatans will boast themselves as great Bodhisattvas. This is because evil masters and charlatans definitely have no cultivated power to establish an inner-tantric mandala no matter how cunning they may be. First, on the tests of presenting the “Earth Phurba” and the “Heaven Phurba,” they cannot change the truth that they have a weak body and exhausted physical strength. Even assuming that they can present the “Earth Phurba” and the “Heaven Phurba,” they will not be able to fake presenting the “Dharma Phurba.” It is even less plausible for them to have the great holy realization to “Present a Petition to a Bodhisattva.” Therefore, evil masters and charlatans who are good at self-boasting and falsely exaggerating, regardless of what title or fame they may have, can only proclaim with hollow words and dare not try to establish an inner-tantric mandala publicly. This is because only a great holy virtuous one, a great Bodhisattva can truly establish an inner-tantric mandala under the mandate of doing the real thing and using the true materials required!!! No evil master, charlatan, or false great Bodhisattva can ever do that.
