Validation of Facts in Response to Letter of Inquiry from the Office of H.H. Dorje Chang Buddha III:
The following is the original text of the letter received that sought verification of facts from the Office:

Respected Office of H.H. Dorje Chang Buddha III,
I would like to ask validation from the Office for several matters.
We found that Dharma Master Lajian Long Hui who is the chairperson of the International Buddhism Sangha Association did not have the information of her annual examination of 2013. Does this mean her realization from cultivation has receded? Does she belong to the people who return into an ordinary person from a holy one? Our question came from not seeing her hanging her certificate when sitting at the dharma rostrum, and today is the last day of the year.
Separately, some masters once demonstrated their power of realization to determine their statuses. Then, does this mean that certificates of holiness and virtue are not required for these masters? Are their realizations of cultivation non-receding? What types of realizations and manifested abilities are non-receding?
Additionally, are the examination for certificate of holiness and virtue and some even higher examinations taken at the Office of H.H. Dorje Chang Buddha III? Can a certificate of holiness and virtue determine one’s status very accurately? We ask this question because some rinpoches have very famous statuses and hold documents of recognition issued by great dharma kings and great rinpoches. However, they regard themselves as holy ones in front of us when sitting at the dharma rostrum but do not hang certificates of holiness and virtue. What is the reason for that? Does that conform to the dharma?
Disciple I knew completely that the Office of His Holiness the Buddha is very busy. However, we beseech that you can provide validation in time, so as to prevent us from going into wrong paths.

Our Office received this letter from Buddhist disciple Ruo Ke and provides the validation of facts in the following reply:
1. We are not clear about the issue of whether the chairperson of the International Buddhism Sangha Association Dharma Master Long Hui passed the annual examination or not. This does not belong to the Office’s affairs. Please make your inquiry to the United International World Buddhism Association Headquarters or the International Buddhism Sangha Association. If she did not pass the 2013 annual examination, that means she receded from the realization she once had. However, we cannot conclude baselessly whether she became an ordinary person or not.
2. Regardless of by whom one was recognized and how high one’s status is, such information can only be used as a reference, not as a definitive proof of the status. A holy and virtuous one at any level, as long as he or she holds a certificate of holiness and virtue, must hang the certificate of holiness and virtue for cultivators to inspect when sitting on the dharma rostrum to serve people. Otherwise this master has a serious problem.
The main purpose of a certificate of holiness and virtue is to provide reference information to inform cultivators what type of master they are following and relying on. It is important that cultivators should seek verification from the United International World Buddhism Association Headquarters to know whether the information on the certificate of holiness and virtue is true or false. If you see a situation that a master who has a certificate of holiness and virtue does not hang the certificate when sitting on the dharma rostrum, something must be untrue in this! In the situation that a master hangs a certificate of holiness and virtue when sitting on the dharma rostrum, but the information on the certificate turns out to be untrue from the verification you get from the United International World Buddhism Association Headquarters, this master is a swindler.
3. To determine the level of a holy and virtuous one for certain, you must look at the certificate of holiness and virtue. However, the certificate of holiness and virtue can only confirm the level of realization of a holy and virtuous one, not his or her specific status. The Office of H.H. Dorje Chang Buddha III did not set up the service of holding the examination of holiness and virtue. However, this Office supports very much what the United International World Buddhism Association Headquarters is doing. This is because their inspection and examination are based on living beings’ interests and help cultivators prevent evil masters and swindlers to fake as real masters. Additionally, if committed serious violations in the 128 views, a holy and virtuous one can become a person of dark karmas. The conduct of the United International World Buddhism Association Headquarters is selflessly benefiting the great mass, upholding the justice, and bright. Just based on the fact that their chairperson, deputy chairperson, secretary general, and other members of the leadership have never received even a cent of salary and have never received a cent of reimbursement of expenses during all these years, we see a role model of selflessly benefiting living beings for free.
4. A holy and virtuous one who achieved the virtue and realization of Creating a Mandala through a Separation by a Slab of Stone, Divine Forecasting, or conducting Selection Made in Dark Confinement from One-Hundred Dharmas to Choose the Door toward Enlightenment has entered the realm of non-receding. Such a holy and virtuous one will be at the level of having three Sun-Moon wheels or higher! A holy and virtuous one possessing the Vajra force of clearly manifesting big movement (of a Vajra Pill) or at the level of having two Sun-Moon wheels is also very unlikely to recede. Other than these situations, one with a status determined from manifesting one’s power of realization that is not at the level of non-receding Bodhisattva will recede from the already-achieved realization if falling into three or more of the 128 views. Those who have serious violations will recede into deep and heavy dark karmas. There are very many such examples among rinpoches in Tibetan esoteric Buddhism. For instance, a so-and-so rinpoche was so great and manifested some mighty supernatural powers in his or her last lifetime but is very plain and has nothing uncommon in the current lifetime. You can see such examples very clearly from records of Buddhism.
You should know a fact clearly. To determine one’s specific identity, the dharma of Divine Forecasting or Selection Made in Dark Confinement from One-Hundred Dharmas to Choose the Door toward Enlightenment is required. Only one of these dharmas can determine one’s correct identity with a one-hundred-percent certainty. In addition, the specific item of selection must be defined in the ceremony for absolutely accurate determination. For example, to determine whether one is a so-and-so Arhat or a so-and-so Bodhisattva, the specific name of the Arhat or Bodhisattva must be stated in the possible selections. If the selection is about whether one is an Arhat or a Bodhisattva, the decision made from selection would only say whether one is an Arhat or a Bodhisattva. The name of the specific great holy one would not be provided.
