You should all know that any holy virtuous one should possess a certificate of holiness and virtue. A certificate of holiness and virtue can be signed by three masters and seven witnesses or by seven masters and ten witnesses. Regarding a certificate of holiness and virtue by seven masters and ten witnesses, because it definitely represents the status of holiness and virtue, it is particularly important that an annual check must be conducted every year. This is for preventing the situation of a master who had passed the exam proctored by seven masters and ten witnesses later did not put the interest of living beings in the first place and consequently has violated the precepts due to selfishness and greed to lose holy realization. Thus, not passing the annual check in the current year means that one has lost the qualification of being a holy virtuous one. Therefore, a certificate of holiness and virtue must be checked every year by the annual exam, in order to verify whether the certificate holder has lost holy realization and the associated power of practice or not.
In the current year of 2012, right after Dharma Master Long Hui of IBSA and others passed the annual check exam with their realization powers, Dharma King Palden Lodoe also passed the annual check exam. Their certificates of holiness and virtue have been stamped with the annual check approval seal by the United International Buddhism Headquarters.

Dharma King Palden Lodoe Passed the Annual Check Exam for the Year of 2012
(By Reporter Li Guixing from Taipei) A few days ago, Dharma King Hsi Jao Seng Ge Palden Lodoe (Hsi Jao Ken Teng), who is the founder of the Macang Branch of the Kagyu Sect, successfully passed the annual qualification exam of holiness and virtue held by the United International Buddhism Headquarters. His certificate of holiness and virtue with three Sumaru wheels has been stamped with the 2012 approval seal using heated paint.
Dharma King Palden Lodoe received personal teaching by H.H. Dorje Chang Buddha III. H.H. Dorje Chang Buddha III conducted the great state practice initiation of Vajra Body Substitution Meditation on him. After his own diligent cultivation and practice, his crown was opened by the state practice of Vajra Body Substitution Meditation. Thus, he attained the accomplishment of having his spiritual consciousness exiting from the body. In 2011, witnessed by seven masters and ten witnesses as well as several dozens of surrounding spectators, he manifested his realization power to enter the mandala by penetrating through a wall and push a vajra pole into movement. Because of the accomplishment, he received the certificate of holiness and virtue with three Sumaru wheels.
According to the spokesperson of the United International Buddhism Headquarters, the stipulation of the exam of holiness and virtue is unalterable. Any holy virtuous one who passed the exam given by seven masters and ten witnesses is a regular and definitive holy virtuous one. However, after receiving the certificate of holiness and virtue, one must take and pass the annual check exam. Then, the United International Buddhism Headquarters will stamp the certificate of holiness and virtue with the approval seal of that year.
The purpose of doing so is for guarding against the possible situations of venerable ones, dharma kings, rinpoches and dharma masters do not put the interest of living beings in the first place and consequently commit offenses to the precepts that would cause retrogress in power of practice and the loss of holy realization. Therefore, doing so is for being responsible to cultivators, truthfully protecting the dharma of Tathagata, and preventing evil masters and swindlers from deceiving people in the world. Moreover, the annual exam also has the effect of manifesting the holy virtuous one’s dignified status, undoubted true accomplishment and rare and hard-to-attain qualification of holy realization. As a result, only holders of certificates of holiness and virtue that were stamped with the annual check approval seal every year can be regarded as true holy virtuous ones.
Dharma King Palden Lodoe’s successful passing of the 2012 annual check exam indicated that, during the past year, he truly followed the Buddha’s teaching and commandment, propagated the dharma to benefit living beings, accumulated broad and profound merit, and attained outstanding realization. The dharma masters and rinpoches who served as proctors on that day all agreed with the conclusion. They stated that Dharma King Palden Lodoe’s realization power was magnificent. He quickly entered into the Samadhi Meditation and demonstrated awe-inspiring abilities. His successful passing of the annual qualification exam was in accordance to the dharma. He is undoubtedly a true holy virtuous one and a role model in leading living beings to learn true Buddha-dharma and propagating the true Tathagata dharma from H.H. Dorje Chang Buddha III and Sakyamuni Buddha.
