The International Buddhism Sangha Association (IBSA) received some materials submitted by Bhiksuni Shi Shan Hui. The contents are related to the facts that she and Jiang Gongkang Rinpoche were cruelly tortured by the Shenzhen Public Security Bureau to force them to make confessions that would cooperate with the Public Security Bureau to slander H.H. Dorje Chang Buddha III. The materials distributed today were written by the two of them in person. They also submitted the recorded videos of Jiang Gongkang.
H.H. Dorje Chang Buddha III is the kindest, the most selfless, and the most compassionate supreme leader of Buddhism. Based on what we at IBSA know, during the most recent period of almost 20 years, H.H. Dorje Chang Buddha III not only does not accept any offerings or properties from anyone, but also donated His own money from selling His paintings to us monastics and to help and support people in poverty. However, He was even slandered and persecuted by those public security personnel. This fact truly makes us feel pain in our heart. Moreover, the public security bureau even declared the artworks of painting and calligraphy created by H.H. Dorje Chang Buddha III through painstaking labor and effort as illegally acquired by Him and took all of them away. This is truly ridiculous to the extent of beyond description. His Holiness the Buddha is a Buddha. He never took any action to get exoneration or complain about the mistreatment. Rather, He always upholds the principle of benefiting living beings with great compassion.
However, as a Buddhist disciple, if we are still indifferent toward the baseless persecution against His Holiness the Buddha, we would have lost the basic morality and conscience of a human being. Now, these materials are forwarded to all Buddhist disciples as requested by Bhiksuni Shi Shan Hui, to let even more people learn the truth about the persecution against H.H. Dorje Chang Buddha III. The purpose is to wake up those kind people who are deceived and deluded so that they will stop following the baseless slander and deformation against His Holiness the Buddha. We hope that society will be auspicious and human beings will be full of the fundamental nature of kindness, to act like His Holiness the Buddha to selflessly benefit others and to make the country and the world even more peaceful and prosperous.
Additionally, IBSA received some video clips recording the scenes of eminent monks and respected masters paying homage to H.H. Dorje Chang Buddha III to becoming His disciples. Although these videos recorded more than 20 years are not comparable in clarity to today’s high-resolution pictures, they are extraordinarily precious evidence of ironclad facts and records of history. They not only recorded from one aspect the greatness of H.H. Dorje Chang Buddha III but also tell people that facts are always facts and lies, no matter how fabricated to serve a slandering purpose, will evaporate into a wisp of blue smoke when facing facts!

I hereby sincerely ask you to forward and distribute these materials of truth.
As a bhiksuni who has entered the monastic order and has completely put down worldly fame, gains, and status, I will not err even a little bit on the law of cause and effect to contaminate my monastic cultivation. I must truthfully state the following real situations.
There exist in society some articles that slander H.H. Dorje Chang Buddha III. These articles listed some incidents, which sound real even when I read them. I feel very bad for that.
A monastic person knows not to speak falsely and clearly believes in the law of cause and effect. Actually these materials that people see in society stating that H.H. Dorje Chang Buddha III is not good and is a bad person can only make me feel that our society has become chaotic and is in an evil age of the five turbidities. This is really a society with rights and wrongs distorted! I must tell people: You have been deceived! Who deceived you? You were deceived by the public security bureau and by those villains in the system of public security, prosecution, and law who greedily embezzle and misapply the law. What you read is the lies made by the people in the public security bureau. They made the lies from nothing to slander and persecute, which also resulted in the arrest warrant of Red Notice issued by the International Criminal Police Organization (INTERPOL). It is true that the arrest warrant was issued. However, because the real situation was completely opposite to the lies, INTERPOL later canceled the arrest warrant. Then, why did the public security personnel lie? They did so for their own security and to escape from being punished for their crime of greed, corruption, and plunder!
Other than the arrest warrant issued by INTERPOL being true, the rest of what is in those articles is completely false. However, what you do not know is that INTERPOL received differing reports, reactions and responses after issuing the said arrest warrant and thus established a special case to launch an investigation that lasted three years. They eventually concluded: H.H. Dorje Chang Buddha III absolutely did not have any illegal conduct and was an excellent person of morality. Meanwhile, the Chinese government also investigated and reached a conclusion of innocence and thus requested INTERPOL to cancel the arrest warrant. For this eventual outcome, INTERPOL specifically wrote an official letter to H.H. Dorje Chang Buddha III and also notified all its member nations not to use this matter as a reason to detain H.H. Dorje Chang Buddha III. Simply speaking, this cannot even be used to keep Him for a short while. You can imagine how great, holy, pure, and selfless a person whose innocence was proven by the investigation under such a specially established case is!
Now, some of the people in the public security bureau who greedily embezzled for themselves and misapplies the law mobilized their family members, relatives and friends to ignore facts and truths and create a lot of slandering lies on the internet. They misled some people who do not know the facts into believing them and joining their voice to spread their evil propaganda. The intention of these public security officers is to shift the view of the general public in society to cover up the crime they committed to escape the punishment by the law. Here, I will expose the truth about the facts because I am one of the people who are most rightful to speak on this case.
During the several days starting from April 13, 2001, the Shenzhen Public Security Bureau arrested and detained more than ten Buddhists including me. They plundered more than ten big bundles of paintings, more than ten boxes of audio recordings of dharma discourses, and the gold and silver jewelries, famous watches and other items that Liu Juan and Wu Wen-Tou were going to use to open a jewelry shop. Later they fixed a crime of illegally owning guns on me and jailed me for four and half years and even hanged a big sign of “illegally hounding large quantities of guns and ammunitions” on my chest. Good heavens! I had never touched a gun and they could baselessly frame me with illegally hounding large quantities of guns and ammunitions! At the time when they arrested people, they found a gun that shoots steel pellets used by armed police and decided to fix the accusation on me.
On the other hand, the fact is that earlier some public security officers told me to ask for paintings from H.H. Dorje Chang Buddha III and H.H. Dorje Chang Buddha III did not give them. Then they made up the false accusation to say that H.H. Dorje Chang Buddha III was a bad person. Using that excuse, they completely robbed nearly 800 paintings and calligraphies including more than 700 paintings and calligraphies that H.H. Dorje Chang Buddha III created during several decades with painstaking hard work as well as some ancient paintings and calligraphies to divide among themselves. The jewelries and valuable items belonging to Liu Juan and Wu Wen-Tou were also divided among themselves. So many pieces of paintings, calligraphies, jewelries and valuables were stated on the receipt they wrote as only a few dozens of damaged paintings! My remorse, sadness, and furor was absolutely beyond imagination. I knew very clearly the numbers of the paintings and calligraphies because I was the custodian of these paintings and calligraphies at the time. They were blindly telling lies with their eyes wide open! That is truly intolerable!
After I was jailed at the Shenzhen Detention Center starting from April 14, 2001, at first their attitude toward me was good. They said that I was a good person and was deceived by So-and-So (referring to my Master H.H. Dorje Chang Buddha III, they called Him Wan Ko Yee at the time). I told them that I was never deceived and that my Master was very nice and never deceived people. They said, “How come he did not deceive people? Of course, you are not to be blamed for not knowing this. Even the 17-th Karmapa Great-Jewel Dharma King who is regarded as a holy person by your Buddhism was deceived by your master. Your master sent several little figures including Dorje Luosang, Wu Ji-Xing, and Wu Wen-Tou to visit him. Karmapa came down from his dharma rostrum and took pictures with them on an equal footing.”
Upon hearing this, I really did not know whether I was incensed or felt ridiculous. I replied, “There could only be two possibilities from this fact. One is that Karmapa Great-Jewel Dharma King has great and broad supernatural powers and could see that these disciples sent by my Master were at the same level as his. That was why he came down from his dharma rostrum and took pictures with them together. The other possibility is that Karmapa is simply not a holy person and could not even recognize ordinary beings or bad persons. That would be why he regarded them as holy persons and stepped down from the tall dharma rostrum to take pictures with them on an equal footing.” Then, the public security officers said, “Okay, we will not talk about these today.”
At that time, one officer was left to console me. He said, “I already said that you are a very good person. Now we talk about the important business. As long as you cooperate with us well, we will release you.” I asked him how I would need to cooperate with them. He said, “These are the written transcripts of your interrogation. You just need to put your signature on them. Then you will not have anything to do with these and you can get out of here.”
I looked the writings over and saw that I never said any of that and even less likely had done any of that. All were materials they fabricated. The false records they wrote said that those “crimes” were committed by me under the direction of my Master H.H. Dorje Chang Buddha III. I was scared and stunned. I said, “These are all false and non-existent. How can I cooperate?”
That public security officer said, “Non-existent? These were non-existent in the past. You sign them today and they will exist. There existed no airplanes or atomic bombs in ancient times. Don’t they exist now? You just need to sign them.”
These were sheer fabrications out of nothing. I and my Master never did any of these things! Therefore, I refused to sign and did not cooperate with them. So they began to interrogate me with torture to force me to confess. They persecuted and harmed me with all types of cruel torture and hard and soft methods. However, none of these had any effect. I refused to cooperate with them from beginning to end. Eventually, I was persecuted with a four-year and half imprisonment. (Two related materials that I wrote ten years ago are included in the attachments.)
The paintings and calligraphies plundered and secretly stolen by those public security officers who greedily embezzled and misapplied the law, if appraised using 70% of the current market prices at international auctions, worth at least 40 billion CNYs (about 6 billion US$). So this can be the biggest criminal case of embezzlement and corruption in China. That is why those public security officers who divided the paintings and calligraphies among themselves are in great panic. Mobilizing their family members, relatives, and friends to create and spread rumors on the internet is of course a means that they would definitely use. On the other hand, those internet users and kind people who are kept in the dark still do not even realize that they have become accomplices of villains in harming kind people and assisting evil ones!
What I stated above is only one of the reasons for my Master H.H. Dorje Chang Buddha III to be persecuted by the public security personnel. Another reason is related to the past incident that Wong Hiu Shui in Hong Kong defrauded other people for money and property. After hearing disciples’ reporting, H.H. Dorje Chang Buddha III went to Hong Kong on the same day to stop and clean up Wong Hiu Shui’s fraud. However, Wong Hiu Shui was a “god-daughter” of Niu Ping, who was the deputy head of China’s Ministry of National Security at the time. For revenging, Niu Ping used all his means to persecute H.H. Dorje Chang Buddha III.
I was not the only one who was mistreated by the public security officers with cruel torture. Jiang Gongkang, a fellow brother of mine, was also tormented by the public security officers in a state between dying and living. He also brought to the public the video recordings and written testimonies describing how he was cruelly beaten, mistreated, and persecuted by the public security officers. I hereby also submit these materials to IBSA and ask IBSA to forward and distribute them altogether, to let the public know the truth and facts about H.H. Dorje Chang Buddha III being slandered and persecuted by the public security officers.
Exactly because my Master H.H. Dorje Chang Buddha III is a great, selfless, holy and pure good person among good persons and has the manner, morality, and virtue of a truly great holy one, I was undeterred by whatever ordeals of persecution, imprisoned torment and so on. Nothing could stop me from traveling thousands of miles to cross the Pacific Ocean to follow H.H. Dorje Chang Buddha III to cultivate myself as a monastic nun.
